Understanding CARA Wait list

Parents registered with CARA often see their wait list fluctuating over months. They get confused when the number goes further down. How is it possible for the wait list number to ever go down. With passage of time, it should only reduce – right? The truth is that the waitlist for a parent indeed changes over time.  The reason lies not in the seniority of the parent, but in the preferences marked by the parent. Every time the parents change their preferences, or any other parent does it, the wait list changes. Let us understand how.

The seniority with CARA is determined by the Date of Registration – when all documents have been uploaded, verified and a Registration number awarded to the parent. The Seniority is a unique status – and does not change ever, once registered. Therefore, for two parents (P1 and P2) registered in Jan 2016 and Sep 2016 respectively, the Seniority may be No 200 (P1) and 622 (P2) . P1 will therefore ALWAYS remain senior to P2, in CARA system.

As parents seek different choices in terms of gender, age of child, agency, state etc, the waitlist is arrived at for parents opting with SAME set of preferences. The waitlist will therefore change if a Senior Parent enters the same set of Preference. This can be explained by way of an example:

Assume that 3 parents register for a girl child, between 0–2 yrs, from the State of Delhi. Their respective seniority is 622 (P2), 654 (P3) and 670 (P5). Therefore, waitlist for Parent P2 is 1, for P3 is 2 and that for P4 is 3 – for the above set of preference, i.e. girl child between 0–2 yrs from the State of Delhi.

Now assume that Parent P1 who had a seniority of 200 (and was much senior to P2 / P3 and P4), had marked his preference for a girl child of 0–2 yrs from State of Haryana – where it stood a waitlist of No 12 for that preference- as there were 11 parents senior to him with same preference. Having waited for several months, P1 changes his state to Delhi for a girl child of 0–2 yrs. As the P1 is much senior to P2, P3 and P4, the moment it changes its preference to Delhi, for the same age group and gender, it gets placed higher in the waitlist, and the waitlist for P2, P3, P4 goes down by 1 to 2,3 and 4 respectively. If there were 10 more parents senior to P2, P3 and P4 who change their preferences so as to match identically with preferences marked by P2, P3 and P4, their status would go down by another 10 positions – for the same set.

Your waitlist could also go down if somebody senior to you has been waiting for completion of their Home Study Report (HSR) – and all parameters same, you topped the list, as your home study was already done. But a week later, a parent who registered a month before you for same preferences, just got his HSR done, and will now sit on top of the queue, as per Central Seniority. This typically happens when parents queue up for a favourite agency, and that agency takes time in completing the HSR. As the parent had already registered much earlier, and was only waiting for the completion of HSR, which was delayed by the Agency, it attains the rightful seniority over others, once his HSR too is completed.

So, the Central Seniority is ALWAYS maintained, and a child is referred as per your Central Seniority, as determined by date of Registration. You could change your set of preferences to change your wait time by opting for an older child, or a different gender, or a different State – where a different number of parents may be waiting – but within the chosen parameters, you will always be served as per your unique seniority.

Impact of Anywhere in India option

Many parents wonder if there are two separate wait lists for parents opting for specific States or those choosing to adopt from anywhere in India. Well, there is single wait list for both. Parents opting for Anywhere in India are automatically added to the wait list of all the States and receive referral as per their seniority. For example, if there are 30 children available in Kerala, then 30 senior most parents eligible to adopt from Kerala will receive a referral each. This includes parents who chose Kerala as their specific State, or those who chose to adopt from anywhere in India, and were therefore also eligible to adopt Kerala. It is possible that out of 30 parents, 7 had indicated their preference to adopt from anywhere in India, and 23 had preferred to adopt from Kerala – and together these 30 parents received a referral, as they happened to be 30 senior most parents registered and eligible to receive  referral from Kerala.

Typically, there is a shorter queue for older children, children with special needs, or sometimes, even children from given regions. CARA has even introduced a new actegory of “Children for Immediate Placement” where the wait time may be considerably less.

The Parent could change their preferences to change their wait times. However, a parent is allowed a maximum of 3 changes to their preferences, and therefore the same must be exercised with caution. It may be advisable to seek advice from CARA before making a change, as you will be able to see the impact of change, only AFTER making the change. You should not end up increasing your wait time by changing your preferences on State, gender or child type.

While your overall seniority remains the same, your wait time will increase, if you choose to wait for subsequent referrals – as others behind you might have accepted the children referred to them, and you will have to wait till a child becomes next available to you.

    I found all the articles on this blog very informative and useful. I registered on CARA on October 3, 2017 & my seniority is 1376, 1080 & 900 for the 3 states that I have chosen. Would you be able to give me some sense of the number of months I would have to wait to get a referral? Would changing my option to ALL INDIA greatly improve my chances?

    I have been registered over 1.5 years; but waiting is too long to bear. I think CARA is not working properly to alleviate the distress of increasing orphans in the Indian society. At least, Orphan could be given shelter to PAP before CARA era. CARA itself is oppressing on orphans due to negligence inspite of great demand for adoption.

      Referral timing depends upon your preferences too. But going by your seniority, it may take anywhere between 4-6 months to receive a referral.

      Your Wait List will change across States, and for te given State it is 1674, where the number of children available are 2.

      if your home study is done and the agency who have done your home study will upload the report completely , you automatically will get and SMS /mail etc or you can automatically see it online once you login to CARA portal. If not able to see it yet that means your HRS report is not yet uploaded by the agency who have done your home study.

    Waiting waiting and only waiting why waiting number never goes down despite waited for several months, even though millions of children abandoned every year still could not able to clear waiting list. Due to this unnecessary waiting time of several years you are putting life of thousands of children in hell. By increasing the speed of availability and by decreasing time and hurdles in adoption government can give life to many orphan children and childless couples. But I know this hopeless government and cara could do nothing. Just hopeless and irritating and better if one should go for surrogacy to have children it will minimise valuable time and mental harrasment.
    Yes I would go for it, hopeless CARA service, this is why shilpa shetty go for surrogacy after waited for four years in CARA waiting list

      The long wait in CARA is also partly due to unreported adoptions under HAMA, that are unsafe too! We do not know form where you got the figure of 4 years wait in CARA. The current wait time for an infant child is about 2 years. The wait time is much shorter for diffreent categories of children.

      Seniority indicates how many people are registered for adoption on a given date. So when you register and upload all your documents, you will get a seniority. Your Waitlist also indicates your seniority, for a given set of preferences. For example, your seniority may be Parent No 30,000, because there are 30,000 parents registered for adoption. The next parent’s seniority would be 30,001. But both of you may choose different set of preferences in adoption by way of gender, age, State, category etc, and you may be no 55 in WL to adopt a 4 year old boy from Gujarat, while the other parent may be no 47 in WL to adopt a 2 year old girl child from Bihar.

      Number of referrals directly depends upon the number of children available. If in a referral cycle, no children became legally available for adoption, no referral would be made in that cycle. The WL status of parents will remain the same.

    Dear Team, your blog has been very insightful. Am 37 years old and a PAP since Nov 2019, registered for 2-4 years. Am also like many others who have posted here.

    Am not impatient but from the way my seniority is at standstill makes me fear 4 years would also get me nowhere. if average wait time is 2 years, i have crossed close to 10 months and my seniority should have noe come down by one-third. But his has been hanging at 585 since November.

    My qn:
    1. i opted for “anywhere in india” but have been advised against it as there are states esp north indulging in bribery and would make life miserable before i get the child home. What are your thoughts?
    2. wat do u think my wait time could be given current corona siuation?

    I see reports on media about numerous abandoned children. CARA sure hasnt been transparent about how they get children reported to them. This requires enormous network with well trained volunteers which i feel CARA does lack. Wish ther process at that end improves and CARA helps many more children find their loving home.

      Normally, children from North Eastern states are referred to parents from North East region only. For cases of bribery, corruption or harassment, anywhere in the country, please report to CARA. As the referrals are centrally administered by CARA, it is your legal right to adopt the child reserved by you and no agency can harass you.

      We wish you would have reached out for advice when referral was made. A premature baby just needs extra time to develop. It is not a special need condition. As you have not completed the adoption formality after reserving the child, you aould have been placed at the bottom of the wait list.       Yes, you can change your preference to adopt a boy and a girl. but number of siblings is limited in the system, and you may have to wait for long, depending upon the age of siblings you wish to adopt. Before changing your preference, it is better to look into thw Imemdiate Placement category, where you can find many siblings, with almost no wait time. Also, adopting a single child is very different form adopting a sibling, so you may consider availing counselling. Our counsellors can also guide you in the availability of siblings across age groups.

    I also would like to know the HAMA of 1956. I heard this is also legal process , but this also now been aligned to CARA.

    If I register in CARA, can I adopt a child in HAMA and legalise it directly from Court as per HAMA or else can I adopt a child as per HAMA and by nullifying my seniority status in CARA system, can I legalize it hrough CARA . ? What is required. ??

      Adoption through CARA and HAMA are not interconnected. Adoption under CARA requires a parent to register with CARA to adopt a child from Specialized Adoption Agencies. There are eligibility conditions to adopt from CARA and wait time depends upon your preferences and number of children legally free for adoption. Adoption under HAMA requires you to be a Hindu and directly know another Hindu parent of a Hindu child. There are no checks and balances for adoptions under HAMA, and therefore lot of risks. Adoption under HAMA is not illegal – so CARA legalising HAMA adoptions is irrelevant.

    Seniority indicates how many people are registered for adoption on a given date. So when you register and upload all your documents, you will get a seniority. Your Waitlist also indicates your seniority, for a given set of preferences. For example, your seniority may be Parent No 30,000, because there are 30,000 parents registered for adoption. The next parent’s seniority would be 30,001. But both of you may choose different set of preferences in adoption by way of gender, age, State, category etc, and you may be no 55 in WL to adopt a 4 year old boy from Gujarat, while the other parent may be no 47 in WL to adopt a 2 year old girl child from Bihar.

    sir,waiting list and sinority no. same hota hai kya.waiting list no. alag se dikhate hai kya cara me…ya phir sinority hi show karte hai

      You will see your seniority in the system. Wait time will be determined by the number of parents with higher seniority than you, and number of children, as per your preferences. The wait time cannot be predicted and posted. That is why you only see your seniority in the system.

    Hi, how long HSR is valid? At the time of HSR revalidation, if we are outside India, how can we renew the same ? Please clarify.

      HSR is valid for three years. You will have to schedule a time when you can make yourselves available in India for HSR. Depending upon your status and circumstances, the local AFFA or Indian Mission abroad can also conduct your HSR. At the time of revalidation, it will be importat to note why your HSR expired – did you receive any referrals during the three year period.

        Thanks for reply. 3 yrs means our HSR has few more months left to expire. If we are currently abroad can we maintain the seniority if the HSR is conducted by authorized Foreign agency ? Or is there any other best approach ? Please let know
